Teacher Contract Negotiations: Facts & Updates

Will County School District 92 Board of Education and the teachers’ union are currently negotiating a new collective bargaining agreement. The district has shared updates about negotiations and will continue to update the Teacher Negotiations Page in an effort to provide a transparent and factual overview of the process.
On Friday, Sept. 4, 2026 three representatives from the district and three representatives from the union gathered for a sidebar discussion about current proposals and paths forward.
While no agreement resulted from this meeting, the conversation was productive and positive around the parameters for the next steps.
The graphic below outlines provisions where the Union and District have reached a tentative agreement or a conceptual agreement. In other words, both sides have agreed in principle to these items, but the final contract language and remaining provisions still need to be completed.

As you can see, there are items that are important to our teachers and items that are important to the Board and District. Negotiations are about finding that balance. Both sides have made concessions and reached agreement on a number of issues.
Our goal remains to reach a fair, comprehensive agreement that recognizes and supports our teachers while also protecting the District’s ability to meet the needs of our students and operate responsibly.
D92 and the Board of Education remain confident that these negotiations will result in an agreement that shows the shared commitment to student success, support staff, and ensures fiscal responsibility to our taxpayers.

As you know Will County School District 92 Board of Education and the teachers’ union are currently negotiating a new collective bargaining agreement. The district has shared updates about negotiations and will continue to update the Teacher Negotiations Page in an effort to provide a transparent and factual overview of the process.
We have been made aware that there have been reports on social media and in other unofficial channels that the Union has asked its membership to vote on whether to authorize a strike.The District has not received notice of a strike vote or intent to strike. In the interest of keeping our school community informed, we wanted to share the same information with you that was provided to our staff today.
First, a presentation about Involuntary Transfers was shared. Involuntary Transfers are a normal and necessary part of how school districts operate, with most area districts utilizing a similar process to what the Board is proposing.

The District and the Board will continue to negotiate in good faith and keep our community informed as the process continues. We appreciate the continued support of our school community and remain committed to working collaboratively and respectfully throughout this process.

Will County School District 92 Board of Education and the teachers’ union are currently negotiating a new collective bargaining agreement. Members of the negotiation teams most recently met on August 18, 2026. In the interest of transparency and correcting any misinformation that has been circulated, the District is publishing the negotiation proposals shared between the union and the administration to ensure the community has access to accurate information. Throughout this process, the District remains committed to supporting our teachers, staff, students, and families while maintaining fiscal responsibility and prioritizing the quality of education for our students. The District administration and union negotiation teams have met on the following dates:

Salary Proposals
Salary increases have been a significant part of the negotiations.
- The union's initial salary proposal requested 7%, 6.5%, 6% increases.
- The Board's initial salary proposal was 3%, 3%, 3%.
- On August 10, the Board presented a revised salary proposal to the union negotiation team.
The Board's current salary proposal increases are:
- 2026-2027: 4.25%
- 2027-2028: 4%
- 2028-2029: 4%
- 2029-2030: 3.75%
There are no proposed changes to health insurance in the Board's current offer. The current health insurance plan and contribution structure would remain the same.
Additional Union Proposals
The Board's proposal also includes changes addressing several top priorities identified by the union such as:
Professional Learning Communities (PLCs):
- The Board offered to remove the contractual requirement for Professional Learning Communities (PLCs) after the 2026–2027 school year.
- Personal Days:
- The Board offered more flexible language regarding the use of personal days.
Additional Board Proposal
Teacher Assignments and Seniority
- The Board has requested one language change related to teacher assignments.
- The proposed language would clarify that seniority is not the only factor considered when determining involuntary teacher assignments.
- The Board has provided language from the Illinois School Code as the proposed language for this provision.
Where Negotiations Stand
Negotiations are ongoing. The District will continue to provide factual updates as appropriate while respecting the collective bargaining process.

The District recognizes that contract negotiations are important to our staff and our community. Our goal is to reach a fair agreement that recognizes the important work of our teachers, supports the needs of our students, and remains responsible to District taxpayers.
